Update name of Ubuntu CI jobs: 18.04 → 22.04

Dimitri Papadopoulos Orfanos requested to merge DimitriPapadopoulos/openconnect:Ubuntu into master

The Ubuntu image used by CI jobs is openconnect-cli-ubuntu, so unlike images of other distributions it is not identified by a version number. The Ubuntu image has been upgraded to 22.04 upstream.
