Updates batik library (version 1.17).

Main changes

This update contains bug fixing and security fixing, it does not contain any breaking change. Nevertheless, it should be noted that new dependencies (commons-io-2.11.0.jar‎, commons-logg‎ing-1.0.4.jar‎ and xml-apis-‎1.4.01.jar‎) have been added as batik now depends on them.

Tests

In order to test the proper functioning after the update, we simply installed two modules (https://gitlab.com/openbravo/demo/org.openbravo.platform.features/-/tree/master and https://gitlab.com/openbravo/product/unsupported/modules/org.openbravo.legacy.service.fop) and executed the Jasper Barcode Report process from the backoffice to see if the barcodes were properly generated.
