Config option for giving player items from Tutorial when skipping it

When the player skips the tutorial, this feature will give the player items they would have received from the Tutorial. I did my best to make sure it wouldn't give them any crazy extras of the items. This config is set to false by default, so servers will need to opt-in to enable it
