Draft: Protect both players engaged in PvP combat from being attacked by NPCs if the other player retreats

Currently, only the player that runs away from a PvP fight is immune to NPC attack for a short amount of time. This PR would protect both players from NPC attack, so that the player that did not run away is not piled on by an NPC immediately.

Do not know if this is authentic, but it has been requested by some people. If it is not authentic, it should be a config option.
