PG_REWIND/PG_BASEBACKUP waiting checkpoint from

Adding the patroni's entries to support checkpointing in the master when generate new replica and proceed with the pg_basebackup. Also adding transference rate control on pg_basebackup, the value is the suggested in the documentation, is open to discussion.
