Resolve "Make links point to the current documentation version"

this MR adds a new shortcode called download-url that contains the full path of the asset on the stagres.io website. this new shortcode uses the version extracted from stackgres-k8s/src/pom.xml and generates the docs/data/versions.yml with the doc/build.sh script.
