chore: clean up .gitignore

Taurequested to merge
magistau/scu:gitignore into main
  • Cargo.lock should be tracked by the VCS
  • user-specific ignore rules should be listed in ~/.config/git/ignore or .git/info/exclude rather than .gitignore which applies to all users
