Feature/constraints list

This is a draft, where constraints are split from the rest design files. For Vivado it should works fine: I've tested it with design example and testsuite.

Unfortunately, I have no Quartus installed at the moment. So, if somebody would test it against at least Quartus, it would be great. Because I'm not sure when I will be able to do it properly.
