Update entities that own the plans in the Magdeburg region

The status quo is inaccurate or maybe even wrong. I've updated the entities that own the plans to those mentioned directly in the plans.

Maybe it would be worth adding the abbreviations of the entities as they are mostly called by that abbreviation. That would maybe make the search function more usefull, if the disclaimer field is considered in the search.
