Description

Update foss toolchain versions as described in https://gitlab.com/octopus-code/roadmap/-/issues/69

Intel cannot be updated yet because the toolchain is not complete.

Not updated:

valgrind (illegal instruction)
ppc (segmentation faults)

These two problems need more work and should be addressed separately.
