CI: skeleton of all required jobs for transition to CMake

Description

This MR adds comments to the CI configuration file for all autotools jobs. Their main purpose is to facilitate working on different jobs in parallel without running into merge conflicts.

Once the transition to CMake CI is complete these comments can be removed.
