Limit writing vtk vector files to root process

Description

This has been recently implemented for writing files needing cubes, but writing vectors to vtk files uses a separate path.

This hopefully fixes issues with writing IO to parallel file systems.

Do not merge before being tested on ceph file system. (I added the draft status to indicate this).

I have adjusted the CI so that the CMake based foss-mpi-min preset jobs run on the CEPH file system (while the rest stays on the faster local file system). Everything seems to work fine, I restarted the two relevant jobs a few times and did not see any failure.
