Resolve "Merge partition related input variables with RestartOption."

Micael Oliveira requested to merge 37-merge-partition-related-input-variables-with-restartoption into develop

Closes #37 (closed). This required to move the restart module to the grid subfolder and to use several restart routines to dump/load the mesh partition. I also added a flag to RestartOptions to skip specific parts of the restart.
