feat: add support for CACHEDIR.TAG

Fixes #78 (closed).

While working on this, I read the CACHEDIR.TAG spec, and the "Security Considerations" there made me re-evaluate whether exclude_cache_tag_directories should be enabled by default. I still think it should be, but I don't hold that belief so strongly anymore. Perhaps I should mention this in the "Threat Model" section of the subplot?
