obnam.md doesn't explain why we back up CACHEDIR.TAG files

The https://doc.obnam.org/obnam/obnam.html#cachedir.tag-support section should say something like "We need to back up the CACHEDIR.TAG file itself, so that if data is restored, the tag file is still there and future backups of the restored data correctly don't back up cache directories."
