Enable custom host root path through the cluster policy

Angelos Kolaitis requested to merge neoaggelos/gpu-operator:feat/custom-host-root into master

Allow configuring the host root path (instead of /) through the cluster policy configuration.

This enables running the GPU operator in environments where a non-standard rootfs is used for the NVIDIA drivers.
