Add WSL2 driver detection support

If you have an Nvidia GPU + WSL2, a preinstalled driver will be available at /usr/lib/wsl/lib, and people like us who use K8S on WSL2 would greatly benefit from being able to use GPU seamlessly with Windows and Linux to get the best of both worlds.
