Add operator pod's annotations as helm variables

This will make operator deployment a little bit more configurable. I'll make a second PR to add it to NFD chart too.

Also I'd be very happy to see all gpu-operator objects in the same namespace (merge gpu-operator & gpu-operator-resources), but I'll create an issue for this one :) !
