Fix PodSecurityPolicies not allowing mig-manager

See Issue 314 on github for details: https://github.com/NVIDIA/gpu-operator/issues/314

Essentially, the current PodSecurityPolicies don't permit mig-manager since it needs hostIPC access.

(EDIT: Removed stuff about NFD, that bug has already been fixed)
