Create hack/README.md for VS Code debugger

This PR creates a README and helper scripts that are useful when using Visual Studio Code to develop and debug the operator. They provide a sample configuration that can be easily used to run a local instance of the operator against any remote Kubernetes cluster with GPUs available.
