Fix issues with package revision

nvidia-container-toolkit package versions:

opensuse: 1.5.1-1
centos7: 1.5.1-2
amazon1: 1.5.1-2.amzn1
amazon2: 1.5.1-2.amzn2

The -3 revision included ensures that none of these are greater than 1.5.1-3.

This can be corrected once the toolkit has been released with consistent revisions.
