Add DcgmFieldGetById, DcgmFieldGetByTag to dcgm go binding

Add DcgmFieldGetById, DcgmFieldGetByTag to dcgm go binding. The motivation for this is to get the long and short names of the fields with go, like as dcgmi dmon -l.
