Convert nvidia-container-runtime to meta package

elezar/container-runtime:depend-on-nvidia-container-toolkit into master

This change updates the contents the nvidia-container-runtime package to be empty, only depending on nvidia-container-toolkit (which since container-toolkit!45 (merged) includes the nvidia-container-runtime executable that was bundled in the runtime.
