Updated telemetry package design description -- not finished
@kikokhaledu will start implementing (and also help to continue to design) telemetry package, given that Elasicsearch infrastructure is running and can be used to send open telemetry data to it; Merging the newest specifications in order to be able to file a new issue and discuss it with @kikokhaledu
