Resolve "Continuous telemetry - collect data - Docker Engine API"

Description

• Update local database when services are deployed
• Calculate and update available free resources on DHT and local database
• Check the amount of free resources available before deploying a container.
• Add missing dependency (bc) to DEBIAN/control
• Change builder image to support at least glibc 2.27
