Add README files for the NID skeletons

This adds a README file for each of the three skeletons we have today;

  • ned
  • package
  • system

They are meant to be an instruction to someone who sees a repository that uses the skeleton. People should understand that the 'nso-package-foobar' repo actually follows a standard form and so modifying the standardised make targets is a bad idea.

TODO

  • remove mention of LSA system until further... split out into #94 - better to not commit something half-done
  • add entry in top level README that the skeletons exist and users that want to use NID should probably look at the skeletons rather than the nso-docker repo itself
  • skimming through the README of the NED for example, I don't think it is clear how getting started with this works, like where to add packages... maybe restructure to make that more apparent?
    • how to include externally built things - have to explain how the include manifests works
