Dynamic build pipeline for supported NSO versions

The device-automaton package (will in the near future) only supports NSO versions 6.4 and newer. We filter the supported nso-docker sibling project versions to reflect that requirement. In addition we also only run the test jobs for the devices where a NED is included.
