Spatial consistency feature for 3GPP channel model

This MR adds the spatial consistency procedure for the 3GPP channel model. The procedure is described in 3GPP TR 38.901, Sec. 7.6.3. It enables the generation of spatially correlated channel realizations for simulations with mobility.

The code was initially developed for the ns3-mmwave module, its implementation is described in this paper. Recently, @tommyazz1 refactored it to make it work with the latest ns-3 release.
