wifi: Add RR multi-user scheduler and a few fixes

This MR:

• adds the RR multi-user scheduler
• updates the wifi-he-network examples to show the usage of OFDMA
• updates the wifi documentation
• applies a few fixes

Depends on a fix for #394 (closed) (otherwise the wifi-he-network example fails in the 2.4 GHz band).
