WIP: wifi: add Intel Rate Adaptation Algorithm

This is an attempt to merge Intel Rate Adaptation Algorithm from https://github.com/rgrunbla/ns-3-iwl-mvm-rs

I have set the author of first commit and GitLab identifies it as authored by @rgrunbla, so cc @rgrunbla.
