This merge request introduces the Radio link failure (RLF) functionality in the LTE module, originally implemented by Fraunhofer (https://gitlab.cc-asp.fraunhofer.de/elena-ns3-lte/elena) and refactored, documented by CTTC. We will be happy to receive and address the reviews on this merge request before merging it to mainline.
