wifi: Fix TXOP durations not always being traced

Sebastien Deronne requested to merge sderonne/ns-3-dev:fix-wifi-txop-trace into master

I got this issue while investigating some LAA problems, I believe TXOP durations shall always be traced, regardless of the TXOP limit that has been configured.
