GSoC 2020 - NetDeviceState Implementation for Wifi

This merge request contains modifications and files created in wifi-module to extend NetDeviceState class for WifiNetDevice. This merge request is part of GSoC 2020 NetDevice Up/Down consistency project.

As classes implemented in !370 is needed for classes introduced in this MR to work, !370 should be merged first.
