Wi-Fi link-to-system error models for AWGN channels

The department of Prof. Sumit Roy, from the University of Washington (UW), has done a lot of work in the last years to support the use of link-to-system error models (AWGN only) for wifi simulations, especially for 11n/ac.

This MR is based on their original work, which I have refactored, bug fixed and unit tested for its integration into the ns-3 main tree.
