Flent Application API integration and validation

This Merge Request adds the FlentApplication to ns-3-dev, enabling execution of Flent test suites such as ping, TCP upload, TCP download, and RRUL within the simulator. The application generates Flent-compatible output that can be analyzed using the standard Flent tools. This work was completed as part of my GSoC 2026 project.
