spectrum: Add inter-UE LSP, SSP, shadowing and channel condition spatial correlation for 3GPP spatial consistency

Fixes #1370 and #1372 (closed).

Adding spatial correlation to many channel parameters so they are spatially consistent among different UEs (required for multi-user MIMO). Still checking with Bil if the example is properly setup like in the NR REM maps (because the lobes are not showing up like I expected)...
