lte: Fix doxygen of powerTxMap in CreateTxPowerSpectralDensity

This MR resolves a discrepancy between the Doxygen documentation and the underlying implementation of LteSpectrumValueHelper::CreateTxPowerSpectralDensity().

Previously, the documentation for the powerTxMap parameter misleadingly stated it was "the map of power in dBm for each RB". However, when calculating the power spectral density, the implementation explicitly divides the mapped power values by the entire bandwidth (txBandwidthConfiguration * 180000), indicating that the values actually represent the total transmit power over the entire bandwidth, not a single PRB's power.

This MR updates the Doxygen block to accurately explain how powerTxMap is used by the implementation to eliminate confusion for users.

Verification / Testing

  • Documentation Only: This is a documentation-only change to src/lte/model/lte-spectrum-value-helper.h and has zero impact on compiled code behavior.
  • Existing tests (e.g., lte-test-downlink-power-control.cc) already depend on this exact mathematical behavior where total power is mapped, and they continue to pass as expected.
