applications, network: Improve support for SeqTsSize header in applications

This MR addresses the following improvements related to the use of SeqTsSizeHeader by applications:

  • Move attributes to handle SeqTsSizeHeader to common base classes
  • Allow any TX app to generate a SeqTsSizeHeader by moving common code to SourceApplication base class
  • Allow any RX app to process a SeqTsSizeHeader by moving common code to SinkApplication base class
  • Do not add header at TX if generated packet is too small
  • Do not crash at RX if header is not present
  • Add tests to verify all cases
