ci: Replace the Fedora job matrix with a single daily/weekly release build of Rockylinux

This is an alternative version of !2581 (merged).

This MR proposes three alternatives for the future of Fedora support in the CI/CD:

  1. Drop support of Fedora and remove it from the CI/CD. This alternative saves CI/CD resources and avoids having to support one more Linux distribution.
  2. Continue supporting Fedora, but refactor the CI/CD jobs to always use the latest version.
  3. Replace Fedora by RockyLinux.

Based on the current discussion, option 3 seems to be the preferred one.
