ci: Keep only clang-format jobs for the min and max versions

Keep only the clang-format CI jobs for the minimum and maximum versions supported by ns-3. The intermediate versions either have the same behavior as the minimum version or the maximum version, so testing them is redundant. This change should save CI minutes and speed up the pipeline.
