lr-wpan: Adds standard version comments to MLME-GET.request function

This MR adds a way to obtain the extended address from the lr-wpan MAC via Request/Confirm.

This MR adds so comments regarding the different versions(2003,2006,2011) and handling of the MLME-GET.request primitive It also renames the variable m_selfExt to m_macExtendedAddress to match the naming conventions of the standard.

Release notes and change notes will be added before the final merge.
