spectrum: Add AssignStreams() capability to SpectrumTransmitFilter

This is the last MR to prepare the forthcoming SpectrumChannel::AssignStreams() method.

Existing SpectrumTransmitFilter objects do not use random variables, but this is just to allow for the possibility of user-defined filters that may use random variables.
