Remove gcc 8 from ci and supported compilers list

Note that gcc 8.5 works, but 8.4 doesn't.

The problem is that Ubuntu/Debian have 8.4 packaged, and installing 8.5 is kinda... difficult. It is far easier to install gcc 9 and forget about gcc 8.4.
