Openflow causes Boost compilation issues

Someone has reported an issue with compiling ns-3.33 on Ubuntu 18.04 with openflow library support: https://groups.google.com/g/ns-3-users/c/o9AxrzYSkSo

I have been able to reproduce this. It appears to be boost version 1.65 libraries. The patch in !484 (closed) does not solve it.
