Changes for new ns-allinone format

This is an initial draft of changes to support the new ns-3-allinone release, which will consist of the ns-3 release plus a collection of App Store modules that are compatible with the release.

TODO:

  • Add several more modules to the manifest
  • Update download.py to fetch apps from the manifest
  • Update dist.py to build the new tarball
