The GPU draws power (~10W) at while it's not in use (indicated as "inactive" in the nvidia driver). The issue also occurs in sleep mode.

How to reproduce
Steps to reproduce the behavior:
- Boot into Windows
- Wait for the nvidia GPU to power off
- Observe as the laptop continues to warm up around the GPU
Expected behavior
The GPU draws no power while it is not used
Actual behavior
The GPU draws ~10W of power while it's supposed to be powered off
