script-noosfero-plugins: install debian dependencies

Rodrigo Souto requested to merge diguliu/noosfero:debian-dependencies-plugin-install into master

The script checks if the system is a debian-based SO and if there is list of debian-dependencies on the plugin's root directory. If so, it installs the dependencies before the plugin install.
