Shorter log paths, tests and bump version

Decreases the maximum allowed regtest output file length to 140 chars.

Also verifies in the test that file truncation works as expected.

Also bumps the version of pytest-regtest to 1.4.4+nomadiclabs. With a corresponding change in the requirements of Tezos, this should fix incompatibility issues.
