feat: initial repo and ci setup

related to nofusscomputing/projects/gitlab-ci!75 (merged)

to fully test ci is working the following is required:

• mr with a fix/feat type to dev

  • manual create release

• mr with fix/feat to dev

  • merge to master

  • release should automagic happen
