Introduce some additional localization strings.

What does this MR do?

Takes some of the German strings out of the HTML templates and pulls them into the language file.

Are there points in the code the reviewer needs to double check?

I am unqualified to populate the other language files with the new values. I am assuming this means it will default to the English in the skin.conf file.

My editor trims training whitespace on save, so it may be helpful to use the ?w=1 option when reviewing.

I am undecided about commenting out the radar/lightning images in skin.conf. The specific locations were obviously not relevant for my location, but for a new install, it could be helpful to see them as examples.

Why was this MR needed?

The display language was inconsistent for my English setup.
